Running `rs fmt` from the root with the CLI installed in `infra/` works, but editor formatting is unavailable.\n\n### What does the proposed API/UX look like?\n\nAdd a setting to specify the formatter's `rstack` installation, accepting workspace-relative and absolute paths, such as `infra/node_modules/rstack`.\n\nKeep the workspace root as the working directory so its `rstack.config.mts` still applies.
