Description: Motivation Nx preloads environment files before running Rstack commands. Values from .env can therefore override mode-specific values from .env.development, .env.production, and .env.production.local. Changes Generate a root .env with NX_LOAD_DOT_ENV_FILES=false so Rstack loads each project's environment files with its normal mode and precedence. Document the setting in the template README. Validated development and production dotenv precedence in a fresh generated Nx project, and confirmed .env is included in the package. Environment-file cache invalidation is handled separately in #577. Both PRs target main and can be merged independently.
