Description: Motivation Allow projects to inherit shared configuration for multiple tools through one API, as proposed in #504. Changes Expose define.extends(configs) and the RstackConfig type from rstack. Shared configs support all seven tools and nested inheritance; they apply from left to right, with project definitions applied last regardless of call order. Reuse the existing config layer composition and lazy tool resolution. Enforce one define.extends() call per config load, including empty arrays, and preserve the direct return path when no shared configs are provided. Keep API behavior and public type tests here. Test cleanup is separate in #545; session isolation and rs check coverage are in #546; shared config reload coverage is in #547. Documentation and examples will follow in a separate PR.
