Description: Motivation Continue the unified configuration RFC by adding internal support for Format configuration layers. Changes Resolve Format definitions in layer order and shallowly merge them before normalization, with later values replacing entire arrays and objects, including plugins and overrides. Skip merging when only one definition is present. Use the existing shared resolution path for the CLI, stdin, LSP, and rs check, preserving config-root handling. Shared-layer registration will follow separately.
