Description: Motivation Continue the unified configuration RFC by adding internal support for Lint configuration layers. Changes Resolve Lint definitions in layer order and concatenate their arrays, leaving rule matching and overrides to Rslint. Return a single config unchanged and distinguish missing configuration from an explicit empty array. Keep the existing nested-array flattening, basePath, and implicit tsconfig lookup. Shared-layer registration will follow separately.
