Description: Motivation Continue the unified configuration RFC by adapting Test's automatic inheritance to ordered configuration layers. Changes Merge Test configuration before deciding whether to inherit build settings. If any layer defines App configuration, inherit the merged App config; otherwise use the merged Lib config. Reuse the existing resolvers and load them only when inheritance is needed. Preserve explicit extends on the root or individual projects, leave string projects unchanged, and share one build-config resolution across eligible inline projects. Shared-layer registration remains a separate step.
