Description: Motivation Implement the Test configuration merge step of the unified configuration RFC, following the App and Lib merge helpers. Changes Resolve ordered Test layers and call mergeRstestConfig only when multiple Test configurations are present. Return a single configuration unchanged and retain the empty-config default. The existing loader uses this resolver before applying its current automatic inheritance logic; adapting inheritance to shared App and Lib layers remains a separate step. Add one focused test for overrides, array semantics, and preservation of native test.extends. It loads the built module through Node because Rstest replaces @rstest/core imports inside test bundles with runtime APIs that do not expose the merge helper.
