Description: Motivation Continue the incremental implementation of the unified configuration RFC, following #503. Shared configurations need to accept the same inputs as existing define methods, including Lint callbacks that receive the tool exports. Changes Add an internal RstackConfig type with all seven configuration fields and recursive, readonly extends. Normalize each shared configuration into the existing internal representation, reusing the lazy Lint wrapper with define.lint() while preserving other tool definitions. Normalization does not evaluate factories or traverse inheritance. Package exports and define.extends() remain for subsequent PRs. Add two runtime tests and a type fixture covering object, synchronous, and asynchronous inputs. Validation passed: builds, lint, type checking, formatting, spell checking, and the full test suite (380 passed, 1 skipped).
