Description: Motivation Provide the internal configuration resolution foundation for define.extends() proposed in RFC #504. Shared configurations need to preserve layer order while resolving only the tool required by the current command. Changes Add resolveConfigLayers, which accepts an ordered array of existing configuration definitions and resolves the selected tool sequentially. It forwards native App and Lib parameters, distinguishes missing configurations from explicitly empty ones, and preserves Staged task generators without invoking them. The helper is internal and does not change current CLI behavior. The public API, nested inheritance, tool-specific merging, test inheritance, and loader integration will follow in separate PRs. Validation: builds passed, along with 4 focused tests and lint, type, and format checks.
