Description: Summary This PR adds a checkout-local context engine so one MCP process can understand multiple Rsbuild and Rslib products, lint and test snapshots, Rsdoctor artifacts, and composed code evidence across a monorepo. Rstack CLI remains the thin rs mcp command/configuration host and consumes the runtime from the standalone @rstackjs/context repository. It integrates capture into rs build and rs lib without adding a coordinator daemon. Artifact reachability remains conservative and reports verification candidates rather than deletion claims.
