Description: What does this implement/fix? Explain your changes. Newer Linux systems (Ubuntu, CentOS) do not contain libdl.so by default: they switched to libdl.so.2. So we try it first. Also refactored LibraryLoader to share code between Linux and Mac (really any POSIX systems). Does this close any currently open issues? #1422
