Description: On Windows, PyOS_StdioReadline() now gets PyConfig.legacy_windows_stdio from _PyOS_ReadlineTState, rather than using the deprecated global Py_LegacyWindowsStdioFlag variable. Fix also a compiler warning in Py_SetStandardStreamEncoding().
