Description: Added a new option aware_datetime in load / dump and related functions, and the default value is False. In this case, there is no behavior changes from old versions of this library for compatible issue. If set aware_datetime to True, the load and related functions will create datetime with tzinfo=UTC. The dump and related functions will convert the datetime to UTC bebore dump. Issue: gh-53502
