The first occurrence (whatever the position) seems to be url-encoded, and subsequent occurrences are not:\n\n```\n$ node\n\u003e require('url').format({search:'foo=1#2#3#'})\n'?foo=1%232#3#'\n\u003e require('url').format({search:'foo=###'})\n'?foo=%23##'\n\u003e require('url').format({search:'###'})\n'?%23##'\n```\n\nThis seems to affect Node 4-6 at least, in my testing.
