Is there a required condition?\n\nAlways\n\n### What is the expected behavior? Why is that the expected behavior?\n\n**Node should restart every time the file is changed**\n\n### What do you see instead?\n\nRun `node --watch app.ts`\n\n```Completed running 'app.ts'. Waiting for file changes before restarting...```\n\nNow start editing.
