Description: This is a WIP PR to add several enhancements to polar plots. Allow negative radial grids and ticks. Negative radii are already plotted; they are simply shifted so that the minimum occurs at the centre. Fixes #1730 and #2203. Allow offsetting the minimum radius location from the exact centre of the plot. This produces an annulus instead of a full circle. This is sort of done, but it's a bit of a hack. After reading up on transforms, I think this can maybe be worked out a little nicer. Fixes #4217. Allow specifying minimum and maximum theta range to produce "wedges". Fixes #328.
