Description: PR summary In #23485 the consensus was that we should explicitly call out the 3d axis pane which is being hovered over, but somehow that commit didn't get into that PR (see #23485 (comment)). This adds that notation back in. Adding to the 3.8.0 milestone since that's when the above PR cuts in. PR checklist [n/a] "closes #0000" is in the body of the PR description to link the related issue new and changed code is tested [n/a] Plotting related features are demonstrated in an example [n/a] New Features and API Changes are noted with a directive and release note [n/a] Documentation complies with general and docstring guidelines
