Description: This is the PR for the code I've written for #4658. It adds a git_remote_create_ext with an option structure for handling the 3 other _create calls (ie. _with_fetchspec, _anonymous, _detached). I've not pondered too much about the difference between anonymous & detached remotes. AFAICT, both are in-memory, and anonymous ones can make use of an underlying repository, so config will be respected.
