If install pyarrow \u003e= 1.0.0, everything works as expected, however we are using other libraries which require pyarrow \u003c 1.0.0.\r\n\r\nSo the requirements should either be updated to require pyarrow \u003e= 1.0.0, or backported to support versions less than 1.\r\n\r\n#### Environment details\r\n\r\n  - OS type and version: Any\r\n  - Python version: 3.6.9\r\n  - pip version: 20.2.2\r\n  - `google-cloud-bigquery` version: 1.27.2\r\n\r\n#### Steps to reproduce\r\n\r\n  1.
