Create a plugin with at least one skill and one agent; publish it to a (local or remote) marketplace.\n2. Declare it in a consumer repo's .github/copilot/settings.json under enabledPlugins.\n3. Open a copilot session from that repo - auto-install triggers, plugin installed\n4. Run /skills - the plugin's skill is not listed.\n5. Type /\u003cskill_name\u003e - that is not available.\n6. Run /agent - the plugin's agent is listed correctly.\n7.
