Description: Partially reverts #744 This PR temporarily disables the Action's usage of indirect build tracing and multi-language tracing due to some issues that have been encountered that need to be resolved in a new CLI release before this is stable. In terms of impact there are at least the following issues: The C# autobuilder is broken due to the missing logs directory We are no longer resistant to environment variables being unset. I've left the code in place so we can easily re-enable this once we've released a working CLI that has addressed the issues documented in the comment.
