Description: To make the code run outside of actions we're going to have to remove dependencies on actions libraries or work around them. For @actions/io it possibly does work outside of actions anyway, but at the same time the job it performs is no different from the builtin fs module, so I think we may as well just get rid of it. Merge / deployment checklist Confirm this change is backwards compatible with existing workflows. Confirm the readme has been updated if necessary.
