The issue can be resolved if I remove the dev release from the changelog.\r\n\r\nAlso based on the [documentation](https://commitizen-tools.github.io/commitizen/tutorials/dev_releases/#about) one would expect `X.Y.devN` version to work, but that is not the case.\r\n\r\n### Steps to reproduce\r\n\r\n1. Create a dev release by running:\r\n`cz bump --devrelease 1`\r\nChangelog now contains entry for this dev release\r\n2. Create a regular release by running:\r\n`cz bump`\r\n\r\n### Current behavior\r\n\r\nError message:\r\n```\r\nchange: Update version to 4.8.0\r\ntag to create: v4.8.0\r\nincrement detected: MINOR\r\n\r\nNo tag found to do an incremental changelog\r\n```\r\nSeems like the only issue here is the changelog parsing.\r\n\r\n### Desired behavior\r\n\r\nCommitizen should be able to parse the changelog and create a new release.
