I have explicitly not set it to prompt me per-repository (in combination with `useConfigOnly`). It seems to be set to the per-repository value of the current repository.\r\n\r\nThis seems to be due to https://github.com/atom/github/blob/master/lib/controllers/git-tab-controller.js#L374-L376 if I am reading that part correctly.\r\n\r\n### Steps to Reproduce\r\n\r\n1. Unset global `user.email`\r\n2.
