Disabled the Rustls TLS backend pieces that rely on platform verification and X509 certificates. Kept the re module permanently excluded from all builds. Chores Adjusted dependency wiring so one TLS backend is used only in development contexts. Normalized feature-flag declarations and manifest formatting across crates.
