Description: PR Summary Change references to docs.microsoft.com to learn.microsoft.com. PR Context The base url for Docs changed a long time ago. Eventually, they will stop redirecting the old urls to the new site. This PR updates all old site references to the new site. This PR only touches links in markdown files, comments in code files, and links in template files. There are two more references that need to be fixed in code locations. Those will be in a separate PR.
